Functions of the MMDCEs (Mayors)
(1) There shall be a District Chief Executive (Mayor) for each district who shall be appointed by the President with the prior approval of not less than two-thirds majority of the members of the District Assembly present and voting at the meeting.
(2) The District Chief Executive ( Mayor) is the chairman of the Executive Committee of the District Assembly.
(3) The District Chief Executive (Mayor) shall-
(a) preside at meetings of the Executive Committee of the District Assembly and in his absence a member of the Executive Committee elected by the members present from among themselves shall preside;
(b) be responsible for the day-to-day performance of the executive and administrative functions of the Assembly;
(c) be responsible for the supervision of the departments of the Assembly; and
(d) be the chief representative of the central Government in the District or Municipality
PROFILE OF HON. MOHAMMED YAKUBU AHMED
Hon. Mohammed Yakubu Ahmed (born August 1976) is a Ghanaian educationist who is a teacher, a counselor, a school administrator, a farmer and a politician. Married with two children.
EARLY YEARS AND EDUCATION
Hon. Mohammed Yakubu Ahmed had his basic education at Gumbihini Primary School (St. Pauls Primary School) and Bishops Junior High School respectively in 1991. He completed Tamale senior High school in 1994 and proceeded to Tamale training college where he obtained a professional Teachers certificate “A” in 1999.
In the year 2000, he proceeded to Tamale Polytechnic and subsequently obtained a Higher National Diploma in marketing in 2003.
Hon. Yakubu Mohammed Ahmed graduated from University of Education Winneba, Winneba, with a bachelor of Education (B Ed) Degree in Guidance and Counseling from the Department of psychology and Education in 2006.
He also holds a Master of Philosophy Degree (MPhil) in Innovation Communication from the University for Development Studies faculty of Agribusiness and communication sciences Nyankpala.
Hon. Mohammed Yakubu Ahmed is a trained counselor and an Educationists with twenty (20) years of experience in instruction, training and educational administration. He is currently the headmaster of Vtting Ansuariya Junior High School. Mr. Yakubu Mohammed Ahmed is a Senior officer in the Ghana Education Service with the rank of Assistant Director I, he is due for promotion to the rank of Deputy Director for the year 2021.
As a volunteer he is currently serving as a lead coordinator for Africa Center for Human Rights and sustainable Development (AfHuRSD). The NGO has done extensive work in the area of women empowerment in Northern Ghana including Sagnarigu.
Joined zone (8) monitoring team to monitor the 2000 elections in the then Choggu Tishegu Constituency.
Before he was appointed a research and electoral officer for the Sagnarigu Constituency, he was the Polling station chairman for BATCO Polling station ‘A’
Hon. Mohammed Yakubu Ahmed was the secretary of the young professionals’ platform, a fund-raising club to mobilize resources for election 2016. The financial contributions of this group supported three (3) Parliamentary candidates within the Tamale enclave and beyond in terms of logistics and finances before election 2016. He was also a party agent at BATCO polling station ‘A’ in the 2016 presidential and parliamentary elections.
As a research and electoral officer, he coordinated activities of the 2020 voter registration exercise with the strong support of party agents, polling station executives, electoral area coordinators, constituency executives and the NPP Parliamentary candidate for sagnarigu constituency (election 2020) Hon. Felicia Tettey.
Worked as a member of the Sagnarigu Campaign team for election 2020. Coordinated activities of election 2020 such as inspection of ballot books on arrival at the Regional Police Headquarters, tagging of ballot bags with party seals, sorting of ballot books, policing of ballot bags from the Regional Police Headquarters to the District of office of the electoral commission, tagging of ballot boxes with party seals before (the D- day) election 2020. Collaborated with three (3) strong ICT coordinators including the constituency secretary to coordinate activities of the Constituency Collation Center before, during and after election 2020.

Research interest center around the development and application of post-harvest technologies for Adoption by farmers to improve food security and increase incomes.
Also, the application of ICT as medium of communication by rural farmers to share information on weather, new technologies and prices of farm produce.
